Current practices that discriminate against families based on their socio economic or housing situation must cease immediately on all case plans and extensions.
The purpose of case plans is to provide the structure and guidance needed to assure a child is safe in their home or can be safely returned to their home when the objectives and tasks are achieved. This is accomplished by focusing on the reason the family became involved with the dependency system. The tasks, services and supports must be tailored to each individual family member to provide the necessary treatment and supports, formal and informal, needed to achieve case goals and mitigate factors affecting child safety, emerging risk and overall child and family well-being. The tasks should be realistic, achievable and time limited with services that are available. The Family Case Manager drives the identification of the objectives and tasks, whose recommendations are fundamental to the process.
Involvement of the family in the development of case plans and identifying service needs is critical to achieving permanency goals. It is also a requirement in FS 39.6011(a) that case plans must be developed in a face to face conference with the parent, guardian ad litem, child and custodian of the child. Families must receive assistance from our case management agencies to prepare the case plan. This begins during family assessment and the Family Case Manager’s first home visit. The continued evidence of engagement occurs at the case plan conference. In our system of care the Child Welfare Specialist facilitates the case plan conference with the family case manager presenting a shell case plan for negotiation, with key objectives identified.
Current practice has deviated from this with the formation of case plans that have the same tasks for all families. Tasks that are related to income, housing and law enforcement checks are appearing on the majority of case plans. Such required tasks not related to initial allegation are not consistent with best practice or with federal and state legal intent. We must not allow poverty or one’s socio economic status to be a reason we add tasks to a case plan.
Further, the recent Greenbelt training identified that reunifications are being postponed when economic stability or stable housing are being required. This timeline is not based on any data or best practice guideline. Each family is an individual and with the economic challenges of today, maintaining one’s home or securing a home and having a job is a significant achievement. Our focus must be on the “core issues” of the family, returning children home safely and timely. A year in a child’s life is a long time.
